Very nice, some good fog light bulbs will also help. When turning the light all the way up, it also cranks up the voltage supplied to the low beams making them brighter.

The whole panel would have to be taken off. What you must realize is that the wires are fed through a plastic tube that you would see once you open the door. Its possible that a wire could've been pinched. Here is a great write up from a user on ToyotaNation.Com...

If you have a CVT you are limited to 8 PSI of boost. If you have a manual you can upgrade the clutch, flywheel, turbo, pistons, etc. Small modifications can add up. Carbon fiber trunk and spoiler - reduce weight. Lightweight wheels with good tires - better traction. Strut bars, springs...
