Wire Harness Under Driver Floormat Leaking!

their is a rubber grommet is what I believe is the pcm harness coming throught the floor.

The rubber grommet around this cable is not sealed good enough, and is letting water slash up through the hole around the cable.

I have tried putting silicone, but it did not work.

any ideas on what I could apply?

where you liberal enough in your application ?

I do not see why silicone sealant would fail
unless it were applied improperly ?

please enlighten us further... pictures make it easier.
