In some countries, it's illegal to use only two winter tires. At auto centers I've run, we couldn't install only two winter tires on the front of a front wheel drive vehicle due to that being so dangerous and the legal liability it subjected our auto center to.
Only installing two winter tires, (especially with a front wheel drive vehicle), can be very dangerous. When using winter tires, a set of four is needed. Only mounting two winter tires on the front of a front wheel drive vehicle, (such as the Focus), results in a situation where the front of the vehicle holds the road much better than the rear, causing the rear to fishtail when braking, going around turns or down slippery hills.
