The key for the wheel locks is usually located in the trunk with the jack or the spare tire. Some owners will put it in the glove box, or even toss it under the front seats.
If you can't find it, you can get another one from a Toyota dealers Parts Department.
If this car is brand new and you still can't find where the wheel lock key is, go back to your Toyota dealership and ask them where it is.
