All 4 Signal Lights Not Working

I have a 2003 Corolla and all 4 of my signal lights have stopped working. Everything else that is electronic is working like all my other lights and the horn. The fuses have all been checked and they were fine so i'm wondering what else it could be. Also I've been told there should be another fuse box in the driver side under the steering wheel somewhere but i couldn't find it. Someone please help

That is where your turn signal fuse will be. It is hidden underneath the panel to the lower left of the steering wheel. You may be able to see it if you look up from the footwell. If you can't reach any of the fuses, then you will have to remove the panel that covers it to access them.
