Power Steering Pump Tensioner

Hey guys,

I just picked up a 1995 Geo Prizm with what I believe is the 1.6l engine.
The power steering/water pump belt is slack and frayed so it is being replaced.
I have managed to take off the main drive belt which handles the alternator but I am having trouble getting the power steering pump to move.

Does anyone have any advice on getting the tension off of the belt? Am I missing a hard to reach bolt? So far I have loosened the upper bolt to the tensioner. Is there a locking bolt somewhere in there?

Any thoughts or manual scans would be appreciated.
