Well it certainly has nothing to do with the electronic chip in the key. on my 2010 I was able to use a plain chapels key on all locks but it wouldn't start the car. And in my present 2004 LE I can even start it with a chapels key. I Have had a lot of the locks jam up though. All the dealer would ever do is give those locks a squirt of WD-40 which only worked for a short time before jamming up again. Toyota uses cheap locks in my opinion, I ca not help you further than this. Sorry.
