1999 Corolla Starts But Revs Extremley High

I replaced my starter recently \ I removed my intake air manifold and had to hold it up with a bungee. after I put all back together my engine starts but revs full out. I looked multiple times at vacuum lines, replaced my gasket and im out of ideas. If un plug all the sensors at the throttle body it still pegs out, what the hell
